No person shall ride any bicycle, skateboard or other wheeled device or sled, toboggan or device on runners on the mall, except this section shall not prohibit the operation of wheelchairs by a disabled person on the mall, nor shall it prevent such activities when a permit has been obtained therefor pursuant to section 7-9-5 of this chapter.
