When permanent repairs or replacement of asphalt surfaces are not feasible because hot asphalt mix is not readily available, the surface must be temporarily restored with an approved all weather patch. The person responsible for the temporary restoration shall maintain the temporary patch until final restoration is completed and shall make final restoration with hot asphalt mix when it is available.
