6-3-2: WASTEWATER RATES:
   A.   On and after the effective date of this section, any change or alteration in the wastewater rates and charges set by the city shall be established by resolution of the city commission.
   B.   Owners of property used principally for residential purposes, regardless of the number of dwelling units, will be billed monthly for wastewater service provided. Except as otherwise provided in this section, the monthly charge for wastewater service for July through the following June of each year is determined by multiplying the property's average daily water usage as metered during the previous months of October through May times 30.42. The average daily water use is calculated by dividing the actual water usage as recorded by all valid water meter readings taken during October through May by the total number of days falling between the meter readings for which the meter is active and accurately measuring water flow. The days which may not be used in the denominator in the calculation of average daily water use are: 1) those during which the property is not actively receiving water service; and 2) those during which the water meter could not accurately measure the usage 1 .
   C.   For property that does not have valid water meter readings during the base period of October through the following May as described in subsection B of this section, or whose city water consumption is not metered, the volume of water to be used to compute the wastewater charge for each monthly period is based on an average of one or more similar properties on the metered system. If there are no similar properties, the city may calculate an estimated volume.
   D.   Owners of other types of property are charged for wastewater service based on actual monthly water usage for each billing period. The actual monthly water usage does not include water used solely for irrigation purposes and independently measured by a city approved meter for such use.
   E.   Property served by an authorized well that uses the city's wastewater service to dispose of well water must, at the property owner's expense, have a city approved water meter installed on the well. The wastewater service charge is based upon the amount of well water produced as measured by the meter and is determined using the same methodology as for other wastewater customers. If a city approved water meter has not been installed, the volume of water to be used to compute the wastewater charge for each month is based on the twelve (12) month average of one or more similar properties on the metered system.
   F.   This section applies to wastewater charges imposed on and after July 1, 2005. (Ord. 3003, 10-18-2004)
