For the purpose of the maintenance and operation, replacement and depreciation of the wastewater system of the city, there is hereby established a fund designated as the "wastewater service fund" of the city, into which shall be placed returns and charges against each person using or making use of the wastewater collection system, treatment plant and related facilities of the city, which charges and rentals are hereby fixed on the basis of water consumption and which rates, charges and rentals shall and are hereby established as a surcharge added to and placed on the water bills of water consumers of the city.
