On or before August 15 of each year, the city commission shall pass a resolution of intention tentatively establishing fees for collection and disposal of residential garbage and refuse in conformity with an established schedule. In addition, said resolution of intention shall call for a public hearing to be held within two (2) weeks of the passage of said resolution of intention, said public hearing to concern itself with the establishment of said fees for collection and disposal of garbage and refuse.
