SECTION 2.03. CONSTRUCTION.
   The powers of the Municipality under this Charter shall be construed liberally in favor of the Municipality, and the specific intention of particular powers in the Charter shall not be construed as limiting in any way the general power state in this article. In addition to the powers specifically mentioned or implied in this Charter, the Municipality has every other power that the Constitution and general laws of Ohio would allow this Charter to enumerate. Nothing contained in this Charter limits the power of the Council to enact any ordinance or resolution that does not conflict with the Constitution or general laws of Ohio or with express provisions of this Charter.
