The Municipality shall have all the powers, general or special, governmental, or proprietary, that may now or hereafter lawfully be possessed or exercised by municipal corporations under the Constitution and general laws of the State of Ohio, either expressly or by implication, as fully and completely as if they were specifically enumerated in this Charter.
