A majority of the members of the Board shall constitute a quorum. The Secretary of the Board shall keep an accurate journal of the proceedings and actions of the Air Pollution Control Board. By a majority vote of the members of the Board rules may be adopted governing the conduct and government of meetings, and providing for regular and special meetings; however said rules shall not conflict with this Charter or any ordinance passed by Council.
