SECTION 13.02. SECRETARY AND OTHER OFFICERS.
   At the first meeting of the Air Pollution Control Board in the year 1966, and at the first meeting of said Board in each year thereafter, the members thereof shall appoint a Secretary who may be a member of the Board, a person holding other employment with the Municipality, or a person from without the employment of the Municipality. The Secretary, unless a member of the Board, shall not have any voting rights. The compensation, if any, of the Secretary of the Air Pollution Control Board shall be fixed by the Council, except that a member of the Board who is appointed Secretary shall not receive additional compensation. At such meetings as hereinabove provided the Board may provide for such other officers as it may deem necessary, except that if said officer is to receive compensation the office must first be created by Council and the compensation thereof shall be established by the Council.
