SECTION 13.01. MEMBERSHIP.
   There is hereby created and established an Air Pollution Control Board which shall consist of seven members as hereinafter provided. The Director of Safety, or the Mayor if he is acting as Director of Safety under Section 8.05 of this Charter, shall be a member of said Board during his term of office and shall act as Chairman of said Board. In addition to the member hereinabove provided the Council shall appoint by a majority vote of the members elected to the Council, three industry members of said Board who shall be representative of industries and businesses within the Municipality, who may be officers, employees, or agents of industries affected by municipal regulation of the general field of air pollution and air pollution control, and who need not be residents of the Municipality; and three citizen members of said Board who shall hold no other office or employment with the Municipality, who shall be residents of the Municipality, and who shall not be officers, employees or agents of industries or businesses affected by municipal regulation of the general field of air pollution and air pollution control. Such members shall serve three year terms each; provided however that the persons first appointed to said Board under this Charter shall be appointed as follows: one industry and one citizen member shall be appointed for a three year term each, one industry and one citizen member shall be appointed for a two year term each, one industry and one citizen member shall be appointed for a one year term each, and thereafter each member of the Air Pollution Control Board shall be appointed for a three year term and shall continue in office until his successor is appointed.
