The work of the Departments of Law, Finance, Service and Safety shall be distributed among such divisions as provided in this Charter or as hereafter established by the Administrative Code, which Administrative Code may provide new divisions within such departments, combine existing divisions within such departments, or abolish divisions provided for by this Charter.
