Subject to the provisions of this Charter, the Council shall adopt by a majority vote of the members elected thereto, an ordinance, hereinafter called the "Administrative Code", which shall provide in detail the organizations of the municipal government, define the powers and duties of each organization unit and determine the administrative procedures to be followed. Amendments to and revisions of the Administrative Code may be made by the Council in the same manner as amendments are made to other ordinances. The organization and the powers and duties conferred upon each officer, employee, department, division, board or commission, or other governmental unit by the Administrative Code shall not conflict with any provision of this Charter. Where the Administrative Code does not provide for the manner of exercise of a power, such power shall be exercised in the manner provided in Article II, Section 2.02 of this Charter.
Any ordinance enacting or amending the Administrative Code shall be exempt from the provisions of Section 4.04 of this Charter requiring ordinances to contain but one subject.
