The qualifications of firefighters shall be that they:
(A) Shall meet all qualifications required by the state of Montana as set forth in Montana Code Annotated § 7-33-4107, entitled "Qualifications of Firefighters," and
(B) Shall be qualified voters of the City provided, however, that the City Council of the City may, on an individual case by case basis, allow firefighters to live outside the boundaries of the city limits of the City but within the boundaries of that certain governmental entity known as Hill County Rural Fire District No. 1, such fire district being immediately adjacent to the city limits of the City. The fire chief shall have the sole command and control over all persons connected with the fire department and shall possess full power and authority over its organization, government and discipline and to that end, may from time to time establish such disciplinary rules and regulations as he may deem advisable, subject to the approval of the council including recertification requirements. He shall have charge of and be responsible for the engines and other apparatus and the property of the city furnished the fire department, and see that they are at all times ready for use in the extinguishing of fires. The assistant chief shall aid the chief in the work of the department and in his absence, shall perform his duties. (Ord. 703, 4-19-1982)
