All residences and business places shall bear a number, placed in a conspicuous position, facing the street, and so placed as to be easily discerned and read by the public. Such numbers shall be made of a durable material, three inches in height and of a standard width.
Numbers shall be assigned by the City.
The plan of numbering shall be what is known as the 100 to the block system, using Main Street as the base line and State Street as the principal meridian for that part of the City not included in Gurney's and Moret's Additions. For Gurney's Addition, the numbers on Gurney Avenue shall start at the east end of the bridge across Chippewa Creek and run east, using Gurney Avenue as the base line for numbering the streets intersecting with it, such numbers to run north and south as the case may be according to location. In Moret's Addition, Main Street shall be the base line and the numbers for the several streets which run south shall start therefrom, and Peach Street shall be the base line for the streets running west therefrom.

An owner of property abutting any street in the City shall place the proper number on any building located on such property no later than the time of issuance of the certificate of occupancy required by Section 1242.04 of the Planning and Zoning Code.
