The plan of numbering shall be what is known as the 100 to the block system, using Main Street as the base line and State Street as the principal meridian for that part of the City not included in Gurney's and Moret's Additions. For Gurney's Addition, the numbers on Gurney Avenue shall start at the east end of the bridge across Chippewa Creek and run east, using Gurney Avenue as the base line for numbering the streets intersecting with it, such numbers to run north and south as the case may be according to location. In Moret's Addition, Main Street shall be the base line and the numbers for the several streets which run south shall start therefrom, and Peach Street shall be the base line for the streets running west therefrom.
