A. Owner Liable For Costs: All sidewalks upon any street, avenue or highway within the city shall be constructed and maintained by the property owner owning the land in front of which such sidewalk shall be constructed, repaired or maintained. The property owner shall be liable for all costs, and the costs of such construction, maintenance or repair is made a first lien upon said lots or lands fronting or abutting any streets, avenues or highways upon which any construction, maintenance or repair is done. B. Construction By City: All sidewalks shall be built by the owner or owners of the property adjacent thereto or abutting thereon, but if built by the city, the costs of construction shall be charged to the lots or land fronting or abutting thereon or adjacent thereto as shall the costs of repair or maintenance thereon; provided, however, that the city council may, in cases where they deem it proper, construct or repair any sidewalks within the city and charge the same to the property or lots as provided in this section.
