5-2-2: PARKING IN ALLEYS:
The city council shall prescribe the rules and regulations for the parking of motor vehicles in the alleys of the city, together with rules and regulations for the parking of motorcycles and bicycles on the streets and in said alleys. (1983 Code § 10.12.040)
