3-1-3: CONTAINER REQUIREMENTS:
   A.   General: No owner, tenant or lessee of any public or private premises shall permit to accumulate upon his premises any garbage or refuse except in covered containers approved by the city council. Such containers shall be constructed of metal or plastic in such a manner as to be strong, with a capacity of not more than thirty two (32) gallons and shall have tight covers, which shall be in place at all times except when garbage or refuse is being deposited therein or removed therefrom. In the event that garbage and one or more types of refuse are disposed of separately, separate containers must be had if required by the superintendent of the sanitation department. Boxes, papers, tree cuttings and all odd articles shall be crushed and/or bundled in lengths not to exceed five feet (5') and not to exceed fifty (50) pounds in weight, except articles in special hauls.    B.   Location Requirements:
      1.   Where an alley is accessible, containers for garbage and all types of rubbish, and rubbish not placed in containers as prescribed by this chapter, shall be located on the private premises adjacent to the property line on the alley, and at a point readily accessible to the collectors.
      2.   No garbage containers or rubbish containers or piles of rubbish shall be placed in or upon the alley right of way. (1983 Code § 8.04.040)
      3.   Where no alley is accessible, containers or rubbish shall be placed, as near to the street as reasonably possible, in front of the premises by the owners or occupants of such premises. (1983 Code § 8.04.040; amd. 2004 Code)
   C.   Collection Schedule: Refuse shall be collected from all residential premises within the city at least once each week. The city council shall establish a collection schedules, and pick up shall be between the hours of eight o'clock (8:00) A.M. and five o'clock (5:00) P.M. on the scheduled pick up day. (2004 Code)
