2-1-3: ISSUANCE; PAYMENT OF FEES:
   A.   Procedures For Issuing Licenses: Every person required by any ordinance or state law to obtain a license from the city to engage in any trade, business or profession, shall pay to the city treasurer the sum or sums required by ordinance to be paid therefor; the city treasurer shall issue to the applicant his duplicate receipt for the sum so paid; such receipt and the stub therefor shall set forth the name of the applicant, the kind of license sought, the time for which it is to be issued, and the place where the business authorized thereby is to be conducted; all of such receipts and stubs shall be numbered. The applicant shall then present his original receipt to the city clerk who shall take up the same and preserve it as his voucher and shall issue the license in accordance with such receipt upon compliance by the applicant with the provisions of all ordinances relating to obtaining licenses for the business, trade or profession for which such license is required.    B.   Payment Of Fee: All licenses required by this title shall be paid in advance. Any license issued without payment in advance of the full sum for the term for which it is to run, as required by this title, is void and will be no defense to a prosecution for operation without a license.
