The purpose of the zoning ordinance and regulations codified in this title is to encourage appropriate and orderly physical development in the city through standards for provision of adequate open space for light and air, desired levels of population density, workable relationships of land uses to the transportation system, adequate community facilities, assurance of opportunities for effective utilization of land, and to promote in other ways the public health, safety, convenience and general welfare.
