Subject to the order of the Mayor, the City Supervisor shall have supervisory control over the City water and sewer systems, all City property including the parks and cemetery, all street improvements and sidewalks. It shall be his duty to see that all defects in the streets and sidewalks are repaired immediately on notice of the same; provided, however, that this shall not authorize him to construct, alter or modify said systems or property, or to construct new walks or grade new streets, except by order of the City Council.
