A. Storm Or Other Waters: No person shall discharge, permit or cause to be discharged any storm drainage water, surface water, groundwater, roof runoff, subsurface drainage or cooling water to or in any sanitary sewer. (1983 Code § 13.32.010)
B. Other Substances: Except as hereinafter provided, no person shall discharge or cause or permit to be discharged any of the following described water or wastes to any sanitary sewer:
1. High Temperature Wastes: Any liquid or vapor having a temperature higher than sixty five degrees Celsius (65°C).
2. Flammable Or Explosive Wastes: Any gasoline, oils, paint, benzine, naphtha, fuel oil or other flammable or explosive liquid, solid or gas.
3. Obstructive Wastes: Any ashes, cinders, sand, mud, straw, shavings, metal, glass, rags, feathers, tar, plastics, wood, paunch manure or any other solid or viscous substance capable of causing obstructions to the flow in sewers or other interference with the proper operation of the city sewerage system.
4. Toxic Or Poisonous Substance: Any waters or wastes containing a toxic and/or poisonous substance or any combination thereof in sufficient quantity to injure or interfere with any sewage treatment process, constitutes a hazard to humans or animals, or creates any hazard in the receiving waters of the city sewerage system.
5. pH Limitations: Any waters or wastes having a pH lower than 5.5 or higher than 9.0 or having any other corrosive property capable of causing damage or hazard to structures, equipment and personnel of the sewage works.
6. Suspended Solids: Any waters or wastes containing suspended solids of such character and quantity that unusual attention, or expense, is required to handle such material at the sewage treatment plant, or is in excess of three hundred fifty (350) milligrams per liter.
7. Noxious Substance: Any noxious or malodorous gas or substance capable of creating a public nuisance, including the contents of septic tanks and cesspools, without written consent of the city.
8. Garbage: Any garbage that is not properly shredded garbage.
9. Paper And Plastic Products: Any paper and plastic products such as cups, dishes, napkins and milk containers.
10. Greases: Any greases (animal or vegetable), oils or matter containing animal or vegetable grease or oil of any nature in excess of three hundred (300) milligrams per liter.
11. BOD: Any matter containing a five (5) day biochemical oxygen demand in excess of three hundred (300) milligrams per liter.
12. Miscellaneous: Any radioactive substances, dye wastes and tanning solutions in quantities which may cause excessive coloration, and heavy metals in concentration in excess of those normally encountered in the receiving waters and ground water supplies. (1983 Code § 13.32.020)
C. Grease, Oil And Sand Interceptors: Grease, oil and sand interceptors shall be provided, when, in the opinion of the city, they are necessary for the proper handling of liquid wastes containing harmful ingredients, except that such interceptors shall not be required for private living quarters.
All interceptors shall be of a type and capacity approved by the city and shall be located so as to be readily and easily accessible for cleaning and shall be maintained by the owner, at his expense, in continuously efficient operation at all times. Detailed plans and specifications shall be submitted to the city council for its approval at the time of making of written application for a permit to connect, or as soon thereafter as it may be determined that an interceptor shall be required. (1983 Code § 13.32.030)
D. Garbage Grinders: Whenever any garbage grinder having a power rating in excess of three- quarter (3/4) horsepower shall be intended to be installed in any capacity covered by these rules and regulations, plans and specifications therefor shall be submitted to the city council for approval prior to the beginning of installation thereof, and no garbage grinder covered by this section shall be installed until written approval of the city council shall have been obtained. (1983 Code § 13.32.040)
E. Prohibited Discharges: No person shall discharge, permit or cause to be discharged to any sanitary sewer any substance capable of causing:
1. Flow obstructions in any sewer;
2. Interference with treatment processes;
3. Damage to collection or treatment facilities; or
4. Excessive loading of treatment processes. (1983 Code § 13.32.050)
