A. Safety Precautions Required: The streets must be opened in the manner which will occasion the least inconvenience to the public. No excavation in any street or alley shall be left open overnight unless properly guarded with amber lights, which must be maintained from sunset to sunrise; and every precaution must be taken to ensure public safety. B. Excavation Permit: Before excavation within the streets, for the purpose of laying service pipes or repairing the same, the owners of property to be served, or their legal agent, must first, through the plumber doing the work or by themselves, secure a permit for such work from the office of the water department on a form provided for that purpose.
