Off street parking spaces shall be provided for every residential unit, commercial and office facility hereafter constructed or placed on a site within the city as provided by section 9-5-4 of this code. The city council may reduce this requirement upon a showing by the property owner that the requirement is excessive. A variance from the parking requirement may be granted under circumstances where the applicant provides funds to the city to acquire an equal number of city owned parking spaces in the vicinity of the use.
