§ 18-210. Application for Permit.
Application for a permit shall be made by the owner of the improved property to be served or his duly authorized agent. Such application shall contain a statement of the average daily sewer discharge, the peak daily sewer discharge and total annual discharge requested by the applicant, if any.
      A.   A tapping fee, as established by resolution of Township Council, will be charged for this permit, less any reservation fee previously paid pursuant to § 18-219. The tapping fee shall be the total of all past capital charges paid by the Township for reserved but unused capacity in the treatment plant receiving the sewage discharge from the permitted property.
      B.   There shall also be a connection fee, which amount shall be set by § 18-302.
      C.   If installation requires opening of a public street a permit for street opening, and fee payment shall be required as indicated in Chapter 21.
      D.   No permit for a sewer connection shall be issued unless sewer treatment capacity in an amount sufficient to treat the discharge anticipated is available to the Township and has not been previously reserved for other permits or according to the provisions of § 18-219 and sufficient capacity is available in the sewage transmission lines to carry the anticipated discharge.
      E.   The Township Manager shall review the sewage discharge of all sewer permittees every 2 years.
         (a)   In the event the actual discharge exceeds the discharge for which the permit was issued for a period of the most recent eight sewer billing quarters, the permittee shall be charged for such excess at the rate for the tapping fee and connection fee for such average daily discharge for the year in which the excess first occurred and the discharge allocation of the said permit shall be revised to the higher amount.
         (b)   In the event over a period of four years the actual annual discharge (in gallons) is more than fifteen (15) percent less than the amount for which the permit was issued, the sewer permit shall be reduced to ten percent higher than the highest average daily flow for a one year period during the four years measured.
