1. No person shall uncover, connect with, make any opening into or use, alter or disturb, in any manner, any sewer system without first making application for and securing a permit, in writing, from the Township in accordance with § 18-210.
2. Every sewer permit shall include a statement of average daily sewer discharge and total annual discharge allowable for the property to which it is applicable.
3. Every property with a building sewer, other than a residential property with four or less residential units in the building served by the sewer, shall have a sewer permit.
A. On or before March 31, 1997, the Township Manager shall issue new sewer permits to all owners of properties required to have sewer permits and legally connected to the sewer system. There shall be no charge to the property owner for the issuance of a permit pursuant to this subsection.
B. The average daily permitted sewage discharge shall be determined by calculating the daily average of sewage as measured over the most recent eight quarterly sewer billing periods for the property or the amount of capacity reserved pursuant to § 18-219, whichever is greater.
C. Each property owner receiving a new sewer permit pursuant to subsection (A) above shall have 30 days from the date of mailing of the permit to appeal the average daily sewage discharge as determined by the Township Manager. All such appeals shall be heard by the Township Council.
