Nothing in §§ 404 and 405 shall prohibit any person from parking any of the prohibited vehicles or leaving trailers unhitched on any streets or parts of streets for the purpose of making local deliveries to or pickups from premises located along such street or for the purpose of making repairs to such street or to utilities, or property located within or along such street, provided that the wheels of any trailer left unhitched must be securely chocked.
