Any person who violates any provision of this Part shall, upon conviction thereof, be sentenced to pay a fine, plus costs of prosecution, of one hundred dollars ($100.00) for the first offense; two hundred dollars ($200.00) for the second offense; three hundred ($300.00) for the third offense and for the forth and any subsequent offense, five hundred dollars ($500.00) and, in default of the payment of such fine and costs, to undergo imprisonment for not more than thirty (30) days.

Collection Fees and Charges
A solid waste collection and recycling fee is imposed upon the owner of each residential property as defined in § 202 of this Chapter and shall be collected by Hanover Township from such owners and shall be payable as provided herein.

A. All such owners shall pay collection fees at rates established by Resolution of the Hannover Township Council:
B The collection fee is due and payable on or before January 31 of the collection year.
C. If no payment is received on or before February 28, of a collection year, such payment shall be considered delinquent and shall. be subject to collection procedures as set forth in § 403, below.
D. If a property becomes subject to the fee imposed by § 401 by occupancy during a calendar year, the fee shall be prorated based upon the number of months (or portion thereof) from the date of occupancy to the end of the collection year; provided, that if payment is not made within thirty (30) days after notice from the Township a fifteen (15) percent penalty shall be added and the payment shall be considered delinquent and shall be subject to enforcement of collection procedures as set forth in § 403, below.

A. All bills for solid waste collection and recycling shall be mailed on or before December 20 in the year prior to the collection year and shall be due and payable as set forth in § 402.
B. Any payment deemed delinquent pursuant to § 402(D) or (E) shall be lien on such property charged with the payment thereof and the proper officers of the Township are authorized and directed to do all things and to take any action provided by law to enforce collection of delinquent fees established and imposed and otherwise to carry out the provisions of this Part. In addition, the Township may recover reasonable attorney's fees, court costs, any other expense of the costs of collection of the fees imposed hereunder.
