No person, corporation, copartnership or firm shall hereafter carry on the business of dealer in second-hand goods or junk dealer within the corporate limits of the city without first having obtained from the Mayor or City Clerk a license subject to the provisions of this chapter authorizing such person, corporation, copartnership or firm to carry on such business.
