§ 98.22 NOTICE OF VIOLATION.
   The City Police Chief is hereby authorized and empowered to notify any person or persons so injuring, obstructing, tearing up, damming up or filling up any such drain or sewer, or so tearing up, injuring or destroying any such sidewalk or crosswalk, or alley, or so placing or causing to be placed in or upon any such street, sidewalk or alley any of the things aforesaid in violation of §§ 98.20 and 98.21 whereby such street, sidewalk or alley shall be encumbered or obstructed as aforesaid, or willfully occupying, encumbering or obstructing any such street, sidewalk or alley as aforesaid, to remove such obstruction or to repair or replace the same, as the case may be, forthwith, and in case of his, her or their refusal to do so, the said Police Chief is hereby authorized to remove or cause to be removed such obstruction, or to repair or replace the same or cause the same to be repaired or replaced, at the expense of the person or persons offending, and in case of their refusal or neglect to pay such expense when called upon by the Police Chief therefor, the same may be collected in the same manner as for the collection of penalties or forfeitures, in addition to all other fines or penalties under §§ 98.20 through 98.22.
