§ 98.21 DAMAGE TO OR OBSTRUCTION OF STREETS, ALLEYS AND PUBLIC PLACES.
   That it shall be unlawful for any person to injure, obstruct, tear up or fill up any drain or sewer in the city, or to tear up, injure or destroy any sidewalk or crosswalk or any of the public streets of said city, or to leave open and unguarded any trapdoor, scuttle, or hatchway, in any public sidewalk in said city, or cause the same to be done, or assist, aid or abet in the doing of the same, and that it shall be unlawful for any person to place, or cause to be placed, in or upon any of the streets or sidewalks or alleys of the said city any cordwood, dry goods boxes, empty barrels, timber, logs, lumber, sleighs, carts, wagons, or any other thing whereby or by reason of which the said streets or sidewalks shall be encumbered or obstructed, or in any manner other than in the usual course of travel or traffic willfully to occupy, encumber or obstruct any such street, sidewalk or alley. Provided that in the erection, alteration or repair of any building or other structure in said city, material and appliances therefor may be placed in the streets and alleys of said city, but only in such manner as not unnecessarily to hinder or obstruct the public use thereof, and always subject to the direction and control of the Chief of Police or of the City Council.
