No person or persons shall construct, rebuild, alter or engage in repairing, digging, tearing up or filling up any drain, sewer, sidewalk, crosswalk, or any public street or alley of said city or cause the same to be done without first securing a permit to do so from the Street Commissioner or the City Council.
