The Superintendent of Police by himself or herself or by any officer designated by him or her, shall have general supervision over all dealers in secondhand articles, and keepers of junk stores or shops, and shall also have power to inspect their respective places of business and all articles or things kept therein, whenever he or she shall deem it necessary to do so.
