(A) It shall be unlawful for a keeper of a junk store or shop to receive any article or thing by way of pledge or pawn, nor shall he or she loan or advance any sum of money on the security of any article or thing.
(B) No keeper of a junk store or shop shall during the term of his or her license as a junk shop, receive or hold a license to carry on the business of a pawnbroker or of a dealer in secondhand articles.
