§ 118.35 SECONDHAND DEALER LICENSE REQUIREMENTS.
   (A)   It shall be unlawful for any person , partnership or corporation to operate a business of buying or selling the following secondhand items without first obtaining a license from the city to do so: Coins, currency, jewelry, precious metals, comic books, trading cards, stamp collections, figurines or any item whose value increases over time.
   (B)   Any person, partnership, corporation or other entity desiring a license to conduct that business shall make application to the City Controller, setting out in the application to the City Controller, setting out in application the following information:
      (1)   Name and residence of all owners, partners or corporate board of directors;
      (2)   Address where business will be conducted;
      (3)   Hours of operation; and
      (4)   Nature of goods to be bought or sold.
   (C)   The business will only be allowed to operate at the location specified on the license application. Each additional location will require an additional license.
   (D)   The cost of each license shall be $100 per annum and the license shall expire regardless of issue date December 31. Second hand store licenses not obtained by January 31 of each year shall be required to pay $300 for the license.
   (E)   Any retail merchant who also desires to engage in the business of secondhand goods shall be required to obtain a secondhand dealer license in addition to the retail merchant license.
   (F)   All license applications shall be accompanied by a bond to the city in the amount of $250 to insure observance of this chapter and any other applicable ordinances to this operation.
   (G)   Membership in online resale reporting agency. All applicants for a secondhand or resale license in the City of Hammond shall at the time of application or renewal show membership in the online resale reporting organization LEADS-ON-LINE.com. Refusal to participate may be grounds for denial of license or renewal of license.
