§ 118.20 LICENSE REQUIRED; APPLICATION AND FEE.
   (A)   It shall be unlawful for any person to engage in, carry on or conduct the business of a pawnbroker, or a “cash for gold” or other purchaser of scrap metal or jewelry, within the city without first having obtained a license from the city to do so.
   (B)   Any person desiring a license as a pawnbroker or “cash for gold” store shall make application in writing for a license to the City Controller, setting out in the application the full name and residence of the applicant if an individual, and the full name and residence of each of the partners if in partnership, and if a corporation the name and residence of each of its officers. This application shall also set out the location at which it is intended to, desire to, or currently does conduct the business. The City Controller shall grant a business license to any persons that shall produce satisfactory evidence of good character. No person shall carry on or conduct or engage in the business of pawnbroker or cash for gold store at any other place than that designated in his or her license. The license fee to carry on, conduct, or engage in the business of a pawnbroker or cash for gold store at the place designated in the license shall be $100 per annum.
   (C)   This license will be valid beginning January 1, 2011 and will expire December 31, 2011, with annual renewals upon approval, and any business not obtaining a license within 30 days of January 1 each year shall be required to pay $300 for the license. Regardless of the date obtained, the annual license will expire on December 31 of each calendar year.
   (D)   Membership in online resale reporting agency. All applicants for a pawnshop license in the City of Hammond shall at the time of application or renewal show membership in the online resale reporting organization LEADS-ON-LINE.com. Refusal to participate may be grounds for denial of license or renewal of license.
