§ 118.05 ADMINISTRATIVE BOARD.
   (A)   There is hereby created an Administrative Board consisting of 2 members of the Common Council, the Board of Public Works and Safety, the Chief of Police and the Health Inspector. This Board is charged with the duty of inquiring into the suitability of any location proposed for a junk yard and is empowered to require fencing or other regulations as may be necessary to prevent unsightliness. The Board shall recommend that a permit for the establishment of a junk yard or store be issued before the City Controller shall issue a permit therefor. The Board shall meet at least once a month and at any times as the circumstances may seem to require.
   (B)   It is the intent of the Common Council in the enactment of this subchapter to vest the Board herein created, with full power to make any rules and regulations necessary to prevent junk yards from becoming a public nuisance, from whatever cause.
