§ 100.25 WATCHER REQUIRED.
   It shall be unlawful for any railroad company, conductor, engineer or any other person managing any car, locomotive or train of cars to run the same backward in or through the city without a watcher or other person on the rear end of the car, locomotive or train, or to shove any car in the city by means of locomotive engine power without a watchman on the forward end of the car.
