(A) (1) Railroad traffic shall be prohibited between the hours of 6:30 a.m. and 8:30 a.m. and between the hours of 3:30 p.m. and 5:30 p.m. in the following manner.
(2) Railroad traffic shall not obstruct, block or otherwise impede vehicular traffic on any crossing within the city during these hours, except as provided herein.
(3) Prohibited railroad traffic shall include, but not be limited to the following.
(a) Traffic originating outside of and moving into the city utilizing public streets for this movement within the hours set forth in this section, when the traffic shall have as its next destination or stopping point a point outside of the city.
(b) Traffic originating outside of and moving into the city utilizing public streets for this movement within the hours set forth in this section, when the traffic shall have as its next destination or stopping point a point inside of the city.
(c) Traffic originating within the city to any other point within the city over any public street or railroad crossing within the city within the hours set forth in this section.
(d) Traffic originating inside of and moving outside of the city utilizing public streets for this movement within the hours set forth in this section, when the traffic shall have as its next destination or stopping point a point outside of the city.
(B) Division (A) above shall not apply to those specific railroad trains carrying passengers for hire and operating as interstate or intrastate common carriers.
