§ 94.072 PUBLIC RECEPTACLES.
   (A)   The Board of Public Works and Safety shall and is hereby authorized to provide proper receptacles at convenient public places in the city, which places shall be selected by the Board, for the use of the inhabitants thereof to deposit any waste paper, which they may desire to dispose of, and the city at convenient times shall empty the receptacles, and no other person shall have any right to in any way dispose of paper which may collect in the receptacles.
   (B)   Persons placing litter in public receptacles or in authorized private receptacles shall do so in a manner as to prevent it from being carried or deposited by the elements on any street, sidewalk or other public place or on private property.
