(A) Any person owning, operating, in charge of or in control of any waste-hauling vehicle or waste storage device who shall cause, suffer, allow, permit or participate in any violation of this chapter shall be individually and collectively liable for any penalties imposed by this chapter. This liability shall include any person who shall refuse to comply with or who shall assist in the violation of any of the provisions of this chapter.
(B) All claims or actions filed by or against or because of the enforcement of this chapter shall be brought in the name of, or filed against the city.
