Any waste storage device at any waste pickup point permitted by this chapter shall adhere to the conditions set forth below.
(A) A top shall be required for each waste storage device that will contain the waste and prevent it from being scattered by the wind. The top of the waste storage device shall also provide for an effective seal to keep out rodents, flies and animals. Any waste storage device used to accumulate waste to be disposed of shall be clean of any waste residue on its exterior surface and the waste accumulated shall not rise above the structure of the waste storage device. The waste storage device shall be constructed in a manner as to prevent any liquids deposited therein from escaping.
(B) Waste shall not be stored, piled or accumulated on the exterior of any waste storage device.
(C) Waste storage devices shall comply with all safety requirements issued by the Federal Consumer Product Safety Commission.
