(A) The Board of Public Works and Safety or its designee shall inspect each waste-hauling vehicle required to be permitted by this chapter at least once per year. This inspection shall be at a location within the city which the Board shall designate. The Board may require additional inspections to determine compliance but not more often than quarterly.
(B) Any waste-hauling vehicle permitted by this chapter shall adhere to the following conditions.
(1) The vehicle exterior shall be free of any of the waste materials that are being, or have been, hauled for disposal.
(2) Any vehicle used to haul waste shall be totally enclosed to prevent waste material from leaking, sifting, blowing or falling onto the ground or coming into contact with the atmosphere.
