(A) In the event any person fails to comply with a traffic citation, as provided in § 70.57, or fails to make appearance pursuant to a summons directing an appearance in the Traffic Violations Department, or if any person fails or refuses to deposit bail or pay his or her fine, as provided, within the time permitted by this chapter, the Traffic Violations Department shall forthwith have a complaint entered against that person and secure and issue warrant for his or her other arrested.
(B) Thereafter, the Department shall not accept any fine or bail for these persons, but shall consider every person entirely under the jurisdiction of the court.
