§ 70.57 WHEN COMPLAINT ISSUED.
   If a violator of a traffic ordinance of the city does not appear in response to a traffic citation given to him or her by the arresting officer or notice affixed to his or her motor vehicle within a period of 48 hours, the Traffic Violations Department shall send to the person who received the notice or to the owner of the motor vehicle to which the notice was affixed a letter informing him or her of the violation and warning him or her that in the event the letter is disregarded for a period of 5 days, a complaint will be filed and a warrant of arrest will be issued.
