§ 71.09 OPERATION OF VEHICLE AT STOP SIGN; RIGHT-OF-WAY.
   (A)   Every driver of a vehicle shall make a complete stop in obedience to any stop sign at a marked stop line and without obstructing any crosswalk before entering the intersection.
   (B)   The driver of a vehicle who has stopped at an intersection in obedience to a stop sign, as required herein, shall yield the right-of-way to any vehicle which has entered the intersection first and shall yield to any vehicle not obliged to stop at the entrance of the intersection which is approaching so closely to the intersection as to constitute an immediate hazard, but the driver having so yielded may proceed to enter the intersection if he or she may safely do so without danger of collision with any approaching vehicle. At intersections where there are 2 or more stop signs, the driver of a vehicle shall yield to a vehicle which had first stopped. If 2 vehicles have stopped at the same time, the driver of the vehicle on the left shall yield the right-of-way to the vehicle on the right. The driver of a vehicle obliged to stop for a stop sign shall yield the right-of-way to any pedestrian crossing the intersection.
   (C)   (1)   These provisions shall not apply when a police officer directs otherwise.
      (2)   In the event a traffic-control signal shall conflict with a stop sign, the traffic-control signal shall prevail.
   (D)   Authorized emergency vehicles shall be governed by the appropriate state law and any conflict herewith shall be superceded thereby.
