§ 30.31 AMENDMENT OF RULES.
   (A)   Sections 30.20 through 30.31 may be amended at any regular meeting of the Common Council by a majority vote of the elected members of the Council.
   (B)   However, no amendatory ordinance shall be passed on the same day or at the same meeting that it is introduced except by unanimous consent, and then only in case there are present and voting at least 2/3 of all the elected members of the Council.
