(A) When a dumpster or other waste collection device is placed in a residential area by a district councilperson, or by a city municipal entity for the purposes of a neighborhood clean up, or for a clean up after a weather event or special event, such dumpster shall be for the use of the city residents in that district only and unauthorized disposal of any material by a non-resident, professional contractor, company, corporation or other unauthorized party shall be prohibited.
(B) Signs will be posted on all applicable dumpsters and waste collection devices indicating that the container is for city residents only and unauthorized disposal constitutes a violation of Hammond Municipal Code.
