183.04 CHANGES IN COMPENSATION; CRITERIA IN SETTING RATES.
   (a)    The City Manager or other proper authority may from time to time increase the salary of any person in the City service as the efficiency or length of service of such employee may warrant; such increased salary shall not exceed the maximum of the class. The City Manager or other proper authority likewise may diminish the salary or rate of any such employee within the limits fixed for his class for appropriate reasons.
   (b)   The salaries or compensation of employees in the City service shall be fixed by the City Manager or other appointing authority, in accordance with the provisions of the Charter and ordinances, and with the Classification and Compensation Plan established by ordinance. No member of the City service shall be paid less than the minimum nor more than the maximum established in such Plan for the class to which the employee belongs. In cases where the nature or circumstances of the employment make it necessary or expedient that the City furnish lodgings, subsistence, clothing or other personal service to any employee, the City Manager shall give such circumstances proper consideration in fixing the compensation attaching to such position.

   (c)    Unskilled laborers employed by the City on a temporary basis to perform work of a seasonal nature may, at the discretion of the City Manager, be paid at a lower rate than that provided by the appropriate schedule of the ordinance establishing the Classification and Compensation Plan.
