350.99 PENALTY.
   (a)   Whoever violates Section 350.07 of this chapter shall be guilty of operation of a commercial quadricycle without a license. A violation of Section 350.07 is a minor misdemeanor, if the offender has not previously been convicted of or pleaded guilty to a violation of that section within one year immediately preceding the offense. If within one year immediately preceding the offense, the offender previously has been convicted of or pleaded guilty to a violation of this Chapter, then a violation of Section 350.07 a misdemeanor of the fourth degree.
   (b)   Whoever violates Section 350.03(b) or (c) shall be guilty of the improper conduct as a commercial quadricycle passenger, a minor misdemeanor.
   (c)   Any person who violates any provision of this chapter for which a penalty is not already provided in another section of this Traffic Code shall be guilty of illegal operation of a commercial quadricycle, a minor misdemeanor. In addition to any other method of enforcement provided for in this Chapter, any violation of the provisions of this chapter which is a minor misdemeanor may be enforced by the issuance of a citation in compliance with Rule 4.1 of the Ohio Rules of Criminal Procedure.
   (d)   The remedies listed in this chapter are not exclusive of any other remedies available to the City under any applicable federal, state or local law and it is within the discretion of the City to seek cumulative remedies.
